Learning Objectives:

By the end of this session, participants will be able to:

  • Describe the legal framework for adolescent consent to medical care, including mental health and substance use treatment
  • Identify key provisions and exceptions to parental consent requirements, including the mature minor rule, emancipated minor criteria, and emergency care exceptions
  • Interpret confidentiality laws and limitations relevant to adolescent patients receiving behavioral health services, particularly in cases involving risk of harm or sexual activity
  • Apply legal and ethical principles to case-based scenarios, demonstrating best practices for navigating confidentiality, documentation, and communication with families
  • Utilize state and national resources for consent and confidentiality

Presenter: Laura Grubb, MD, MPH

Dr. Laura Grubb is a board-certified pediatrician and adolescent medicine specialist with over two decades of experience advancing adolescent behavioral health through clinical care, public health leadership, and national advocacy. Her expertise centers on youth substance use prevention, treatment, and recovery, with a strong focus on implementing trauma-informed, evidence-based practices across clinical and community settings. As a Subject Matter Expert for the New England ATTC and consultant to the Opioid Response Network, she provides targeted technical assistance (TTA), training, and policy-informed consultation to behavioral health providers and systems.
